1) Use A Different Drive:
If you are having many hard disk partitions on your system, then using a different partition from the one where the Windows operating system is installed will fix the scratch disk is full error. You can do this by click on Edit -> Preferences -> Performance and then selecting a different partition for scratch disks (either D or E or F drive based on the number of your partitions).

2) Expanding Your Hard Drive:

6) Cropping Scratch Disks Error:
If you encounter the scratch disks full error while cropping an image in Adobe Photoshop, then its most likely that you have entered the resolution and size value in the crop tool options bar or you might have entered wrong values. For example, if you enter 1200 x 1600 without noticing your units set as inches rather than pixels will result in the creation of a large file which will automatically result in the scratch disk is full error.
